Xenial has an older version of ieee-data, which includes a monthly cron job to download stuff from the IEEE's website.
In my experience DNS resolution fails, suggesting that older Ubuntu and Debian systems are DDoSing iee.org's nameservers, and either overloading them or triggering some kind of rate limiting or DDoS mitigation and getting blocked.

It might be a good idea to backport a newer version of the package.
I'm pretty sure the cron job fails anyway because the URL changed or something. |
