update-ieee-data throws error because of wrong url

When trying to run `update-ieee-data`:

# update-ieee-data

It seems the url are simply wrong in the script. all the files are at http://standards-oui.ieee.org/ now.

Just update the script with the correct url. Thanks

http://standards.ieee.org/regauth/oui/oui.txt gets a 404. http://standards.ieee.org/develop/regauth/oui/oui.txt does redirect to the right location. This path needs to be updated in the script.

the fix is in the 20180508.1 version of ths package which is only available in cosmic and folowing version.
