Bug Description
Calculating the grapheme string length for the word 'नमस्ते' returns 3 instead of 4.
This version returns unexpected result of 3:
ICU version 65.1
ICU Data version 65.1
ICU TZData version 2019c
ICU Unicode version 12.1
This version returns the expected result of 4:
ICU version => 63.1
ICU Data version => 63.1
ICU TZData version => 2018e
ICU Unicode version => 11.0

Per the PHP bug, this appears not to be in php itself but rather higher up the stack. Reassigning to ICU for now.
