Get this logged:

ibus: It provides full featured and user friendly input method user interface.

i cant tell it breaks something, but probably does not provide internal outputs needed by the system. Otherwise tell me why ubuntu has decided to add ibus packages to the required package list ?
Actually used by: 'indicator-keyboard' 'gnome-control-center' at least.
So how to know those really work as they might ?

So I can confirm the error still persists a couple years after reporting. I don't know what side effects it produces.

I can't reproduce this on the 21.10 development version of Ubuntu. Would anybody mind if we close this bug report?

I found this bug because I was searching for the message:

gnome-shell[PID]: Unable to connect to ibus: Could not connect: Connection refused

in my journalctl output from a relatively new Ubuntu 21.10 install. No apparent problems, but I was looking to see if I should be concerned?

Summary: Still present in some Ubuntu 21.10 logs.

Still present on 24.04 with gnome-shell=45.3-1ubuntu1 and ibus=1.5.29-1
