Bug Description

Most of Ibus input methods are not available in Gnome Shell (Ubuntu 17.10) X11 and Wayland.

For instance, there is no way to use chewing, even if the ibus-chewing package is installed.
The same for ibus-zhuyin.

Once one installs an input method using `apt install`, it is possible to:
* activate it manually using `ibus engine XXXX`. (use `ibus list-engine` for the list of XXXX);
* configure it using `ibus-setup`.

The methods that you configure or activate manually are not reflected in the top bar menu, nor in the Region & Language parameter panel.
