In Gnome Shell Most of Ibus input method are not available to the user

Most of Ibus input methods are not available in Gnome Shell (Ubuntu 17.10) X11 and Wayland.

For instance, there is no way to use chewing, even if the ibus-chewing package is installed.
The same for ibus-zhuyin.
