ibus preferences dialog does not allow to add input methods / keyboard layouts

Bug Description
The IBus preferences dialog does not allow to add additional keyboard layouts. Therefore I am stuck with english US keyboard. The "add" button is always gray.
Even when I click "customize active input methods" I cannot "add" anything.
