Composing a ć in GTK applications results in a ç with the default input method

Bug Description

When I use a GTK applcation such as Chromium or Firefox and I type the following keys:
compose ' c

A ç character is printed.

When I change the input method to X Input method or use a non-GTK application, I get a proper ć.

The key sequence "compose , c" is already reserved for typing a ç, so a ç can always be typed. This problem makes it completely impossible to compose a ć in GTK applications however, without switching the input method manually every time.

It seems this is a bug in the default input method used for GTK applications. In for example Qt4 applications, everything works correctly.

For Ubuntu 12.04 x86_64, the following worked:
1. Check en_US.UTF-8/Compose
2. Add export GTK_IM_MODULE="xim" to /etc/environment for a global change or create a ~/.gnomerc with that line for a single user's change
3. restart X
