== Reproduction steps ==
1. Install Ubuntu 16.04 LTS, selecting a non-QWERTY system keyboard layout (e.g. Dvorak) during installation.
2. Install the ibus-rime package.
3. Activate the RIME input method.
4. Use the RIME input method to type characters.
5. Observe whether RIME correctly respects the system keyboard layout.
== Expected behaviour ==
RIME respects the system keyboard layout, and allows character input according to that layout.
== Actual behaviour ==
RIME ignores the system keyboard layout, and appears to act as if the system keyboard layout is hard-wired to QWERTY.

This bug does not appear to affect Ubuntu 14.04. It seems to be a regression introduced between 14.04 and 16.04.

Note, I haven't tried this from a fresh install of 16.04.
(It could be that this bug also applies to fresh installs of 16.04.)
