[Bopomofo] Simplified characters set as Default in Traditional Chinese enviroment

Bug Description

I've already noticed there is a option provided in pinyin preferences, that users can switch between simplified and traditional chinese.

It would be nice to have Traditional characters set as default in Traditional Chinese enviroment, this will greatly improve the experiences for Traditional Chinese Ubuntu users.
