Please remove check for RPM install

Bug Description

The preinst maintainer scripts check for the installation of RPM packages. This is unnecessary on Ubuntu, as it does not support the system-wide installation of packages using RPM.

I came across this bug report and must admit I'm a bit puzzled by it. It looks like this package was removed from recent releases [1] and the only one currently listed is Ubuntu 15.04 which has reached End Of Life. So it doesn't look like this issue is affecting any currently supported Ubuntu releases. Could you please add which release where the issue occurs?

Then again, I'm not that familiar with partner packages so it might be that they have some additional support.

  Thanks for taking a look at this. We are working to reintroduce this
package (as well as ibm-java80) into the xenial archive of partner. I
filed the bug as a placeholder for when the xenial upload gets
accepted, w/o considering that vivid was EOL. If that is causing an
issue, feel free to close and I can reopen when the xenial versions
are there.

No, no problems, it sounds like a reasonable approach. I was just curious why a bug report suddenly turned up when the package was removed a couple of releases back.
