FTBFS because of empty binary-arch target in debian/rules file

Bug Description

As in Debian, ia32-libs-tools FTBFS because of a wrong binary-arch target in debian/rules. The content of binary-indep should be put in binary-arch, and packages ia32-libs-tools and ia32-archive should be changed from any/all to amd64 ia64 as this package doesn't make sense for non 64bits platforms.

I've been able to build this package in my PPA (I had to, as I was able to build the Debian version in my sbuild chroot).

A soon as the fix is confirmed, I'll send the patch to Debian.
