Correct part-number value and clarify man page and usage help

---Problem Description---
hwinfo correction of comma placement after part-number and clarify hwinfo usage in man page and help text.

Following are the patches rectifying the problem:

https://github.com/openSUSE/hwinfo/commit/9e5a64b9f0076da900a3e13c32fb293e922fafbe

These atches have been merged to upstream master and apply cleanly on top of hwinfo_21.23.orig.tar.gz obtained from https://launchpad.net/ubuntu/+source/hwinfo/21.23-1. These patches are not part of hwinfo_21.23-1.debian.tar.xz obtained from the same link.

I'll attach the patch files in the next comment as well.
