Bug Description

The volume indicator of Gnome 3, shown when using volume hotkeys, is a small icon that has been upscaled a lot, instead of a better resolution icon.

It's Radiance and Ambiance themes. As a workaround you can use icons from /usr/share/notify-osd or use a different theme.
