HPLIP 3.11.7 is already integrated in Oneiric and installed by default. To be able to just print, you do not need to install anything additional. Simply plug in your printer if it is USB and wait for screen messages. For a network printer, click the log-out/restart button at the upper right, and choose "Printers" in the menu. In the window coming up, click "Add", then wait ~15 sec for the network being scanned, choose your printer, and follow the steps of the wizard.

If you really want to compile HPLIP 3.11.7 from the upstream source, please run the commands

sudo apt-get install build-essential fakeroot
sudo apt-get build-dep hplip

to install all needed packages.

If it still does not work, it is a bug in the upstream installer and not in Ubuntu.
