Uses deprecated SYSFS instead of ATTR

Bug Description

Binary package hint: hplip

The udev rules shipped by hplip look like:

SYSFS{idVendor}=="03f0", SYSFS{idProduct}=="bb02", OWNER="lp", GROUP="lp", MODE=
"660", ENV{sane_hpaio}="yes"

SYSFS{...} is deprecated and likely to vanish any moment now. These should be ATTR instead.

  * debian/rules: Returned UDEV rules priority to 40.
  * debian/hplip.udev, debian/rules: Ship our own UDEV rules again, the
    upstream ones have many problems (LP: #319660, LP: #319661, LP: #319662,
    LP: #319665).
