HPlib not working (from repo)- non hplib (3.16.7 and above) able to install

Bug Description
Since approx two weeks you are not able anymore to use HPlib from repo or from online installation (hplib 3.16.7 and above tried). During installation from hp the install rutine fails (qt gui). The repo version see this report.
