hpcc doesn't require openmpi-bin to run: you can run it from another machien (where openmpi-bin is installed).
Also, the current packaging with mpi-defaults makes it a bit hard to add a Suggests or a Recommends on openmpi-bin, unfortunately.

Thank you for your interest in the reported problem.

Your comments do not address that fact that the two commands
$ sudo apt-get install hpcc
$ hpcc
leads to the reported failure and error message.

At the time of my submission I had observed this problem on three different machines (32- and 64-bit) all with fresh Ubuntu 10.04 installations.

I am going to change the ticket status back to 'new' and attach to it output from apport-collect on a fourth machine, where I installed hpcc, but no other MPI related package.

fine, marking this won't fix, since it's not possible to fix it with the current mpi-defaults packaging.
