Print hotkey is not keyboard layout aware

Bug Description

Binary package hint: hotkeys

The print hotkey (Fn-F2) prints when using the US keyboard layout, but when using the Dvorak keyboard layout it sends a Ctrl+L (The P key is L in the dvorak layout). So, apparently Fn-F2 sends Ctrl-<"p" key on a US keyboard> whether or not the keyboard layout interprets that as a "p" or not.

Is this symptom still reproducible in 8.10 alpha/beta?

We really need manufacturer and model information.
