setup.py does not install dashboard templates

Bug Description

package_data in setup.py does not install required html files from horizon/dashboards/*/templates/*/ resulting TemplateDoesNotExist exceptions when attempting to render pages. Apparently devstack and apparently other installation methods are not affected by this but a fix here would make packaging horizon much easier.

There is currently a proposal in-queue on gerrit to address this: https://review.openstack.org/#change,1965
