Bug Description

Using 2013.1.

The openstack-dashboard package puts the Horizon WSGI at /horizon but doesn't change the default static URL from /static. This causes conflicts if something already lives at /static.

Unfortunately alot of the Horizon stylesheets assume that static content is coming from /static.

I was hopeful that they honoured STATIC_URL in local settings, but it turns out that is not the case.
