* Suggest -doc package when installing -dev package
* Add d/p/0004-fix-cmake-hip-host-visibility.patch to ensure
HIP library requirements are propagated via CMake

enabled by default
* d/copyright: add upstream contact email
* Update more upstream URLs
* Set upstream repository metadata field
