Hexchat displays "is ready" notification for every message

Bug Description
If the Hexchat window is not in focus, Hexchat will display a notification with the name of the Hexchat window in quotes and 'is ready' (eg, '"Avital_ @ freenode / ##linux - Hexchat" is ready') for every message received in the channel on the first network connected. If it is a direct message or a message with a mention of my name, the correct notification overrides it. I am connected to 2 networks and it will only push the notification when messages are received in the first network. Under Settings > Preferences > Alerts, "Show notifications on: Channel Message" is not checked. This was not an issue running Bionic but began immediately upon upgrading to Focal.

I believe this would be a GNOME-Shell bug and I vaguely remember it being fixed.
