Server group creation fails on Xena

Bug Description

I raised https://bugs.launchpad.net/ubuntu/+source/heat/+bug/1952352, but there is only one other bug there so I was suspicious.

I upgraded from focal-wallaby to focal-xena and get these errors from heat (17.0.0), which is now using the wrong nova api version.

I applied the patch from https://review.opendev.org/c/openstack/heat/+/814353 and set

max_nova_api_microversion = 2.63

This appears to resolve it.

I'm also facing the same issue using Xena release => heat => 1:17.0.0-0ubuntu1~cloud0
Is this BUG duplicated for LP#1952352 ?
