h5pcc command is missing in libhdf5-openmpi-dev under trusty

Bug Description

I installed the parallel version of hdf5 (libhdf5-openmpi-dev) under trusty. I cannot find the wrapper command h5pcc for compiling hdf5 c files. No such file seems to exist in trusty, but it exists in newer Ubuntu releases:

A similar bug report was filed for Debian, and eventually solved:

It would be nice to have the h5pcc file under trusty.
