I can reproduce this failure just fine in a clean test environment:

libghc6-hgl-dev does have a dependency on libghc6-x11-dev, but the dependency is not versioned, so it appears the install order on upgrade is undefined, causing this failure.

the new synced version in intrepid has a versioned dependency on libghc6-x11-dev, so this bug is no longer an issue there.
