It'd be nice to know how it install specific versions of a project or that it isn't possible with `cabal`.

I can confirm cabal-install 1.22.0.1-3build1 on Ubuntu Wily lacks a manpage for `cabal`. I found a corresponding Debian bug report for this issue, so I have attached a bug watch.
