System: Athlon FX, AMD Radeon RX580 with amdgpu-pro enabled, opencl installed with it

To reproduce put a video into handbrake, enable conversion and choose H.264 (x264) as output code. Fill the box upon the codec 'advanced settings' with


now start the encode. Result here is plain CPU conversion and this in the handbrake log window
