Restore pretty init script for hal

Version 0.2.98-1ubuntu1 removed the init script prettification since hal is now
restarted as a child of the dbus-1 init script. I actually find it quite nice
the way it is currently and I find the stray "OK" when dbus finished a bit
irritating, but Nathaniel asked me to restore it.

This bug is mainly for discussing and having a place to put patches at.
