hal.conf for DBUS is too strict?

Binary package hint: hal

Not sure, whether this is a bug or not. But latest hal package in hardy contains a file /etc/dbus-1/system.d/hal.conf which enables access to these items:
<allow send_interface="org.freedesktop.Hal.Device.SystemPowerManagement"/>
<allow send_interface="org.freedesktop.Hal.Device.VideoAdapterPM"/>
<allow send_interface="org.freedesktop.Hal.Device.LaptopPanel"/>
<allow send_interface="org.freedesktop.Hal.Device.Volume"/>
<allow send_interface="org.freedesktop.Hal.Device.Volume.Crypto"/>

only to root user (uid 0). If I change policy to my local user, things work (e.g. mounting devices).

Apparently this policy: <policy at_console="true"> is not true even for the local user running X server (without gdm or any other xdm). I'd like to know whether this is a bug or I have only wrong settings.
