The hal postinst always readds the user hal to the group cdrom on
upgrades. This overwrites local configuration.

To remove the ability to access the cdrom is the only posibility to get
suspend working again.

Right. I propose to call adduser and addgroup only if the user does
not already exist. This should maintain a local configuration.

Right. I propose to call adduser and addgroup only if the user does
