libh2o-dev package does not configure wslay includes

Bug Description

When trying to compile the example websocket.c

/usr/include/h2o/websocket.h:29:10: fatal error: 'wslay/wslay.h' file not found

I guess either h2o should hide the dependency (only include in its implementation) or make sure wslay headers are configured when installing libh2o-dev.
