failing autopkgtests with new boost1.71
python3-defaults currently needs ceph to become a candidate which needs boost1.71 to become a candidate
boost1.71 is blocked on:
gyoto ppc64el
hilive arm64
yade arm64
I am opening this bug report to triange / fix these, however meanwhile I'd like to request release team to mark these as badtest, such that migration of doom can happen.
Also uploaded nochange rebuilds, in case they were missbuilt with broken binutils/toolchain we had for a bit in focal
