I tried adding an account, but none of the buttons would work at all (see screenshot).

Indeed, they are not installed. SHouldn't there be a dependency or a
recommends?

Ubuntu per default installs in your system gwibber-service, gwibber-service-facebook|twitter|identica (at least in latest Ubuntu releases do), so please check that you have all those packages in your system and try again.

My gwibber services were not installed after an upgrade from 10.10 to 11.04 and I had to manually install them via apt-get ... but still I am facing an impossible to use gwibber (no accounts set, even the ones which existed before the upgrade) and impossible to configure due to this bug

I can confirm comment #6.
Recommended services are not installed upon upgrade, and even after installing them manually the list remains empty and gwibber can not be configured. Setting to triaged.
