Force sync 0.22-2 from Debian Sid

Please force sync 0.22-2 from Debian Sid.

The delta can be dropped because it adds a build argument to 0001-buildsystem.patch, which has been applied upstream, and it seems that the way that it was applied upstream, the delta and the patch both don't need to exist any more.
