Eject hotkey does not open empty tray

Bug Description

Binary package hint: gvfs

In Lucid, the hotkey associated with eject does not open the CD tray when it's empty. This worked in every release until Karmic, so seems like a regression.

The causes of this might be related to Bug #569994. Following the recommendation there, I opened a new report specific to the case where the tray is empty.

As stated in bug 569994, this is due to gvfs having can_eject=0 when there is no media.
