[RM] non amd64 binaries of gubbins in groovy to allow 2.4.x to migrate

in the past Gubbins had build for more architectures

it depends on iqtree which is amd64 only

Due to that 2.4.x is blocked on missing build-deps

That is true in Debian as well

Yet in Debian it was accepted and allowed to migrate to testing (Debian seems to hav never build non x86).
