TERM is set to dumb so less says "WARNING: terminal is not fully functional"

Bug Description

Binary package hint: guake

In guake in Ubuntu 10.10 using the Unity UI, guake is setting $TERM to "dumb", meaning that "less" and so on do not function properly:

$ echo $TERM
dumb
$ less /etc/profile
WARNING: terminal is not fully functional
/etc/profile (press RETURN)

In gnome-terminal, $TERM is set to "xterm".

This problem wasn't present in 10.04 before I upgraded today to 10.10 and the Unity UI.
