guake: always on top on wayland doesn't work with TurboX

Bug Description

I use guake in Wayland mode (GUAKE_ENABLE_WAYLAND) in Ubuntu (i.e. Wayland) session.
When Exceed TurboX is running (https://www.opentext.com/products/exceed-turbox) the guake console doesn't popups on top of the windows but in the background (doesn't matter if it's native or ExT's window).
