GtkHash icon is not shown in the MATE menus

Bug Description
Steps to reproduce:
1. Install Ubuntu MATE 19.10 and boot it
2. Try to find GtkHash in the Menus
Expected results:
* GtkHash is found in MATE menu
Actual results:
* GtkHash is not found in MATE menu, `mozo` shows it in italic text with unchecked checkbox (see screenshot).
Notes:
1. The GtkHash application is installed and fully functional
2. this problem is also exists in MATE 18.04 LTS, 18.10, 19.04; but the icon is in place in 16.04 LTS.
