Decorations/headerbars are broken in bionic: double bar in Xorg logins and missing window buttons + rounding in Wayland logins. Screenshots attached.

Do you have gtk3-nocsd installed? It is supposed to be disabled for Gnome session. But it is not working properly.

Yes! Thank you.

Removing gtk3-nocsd fixed it. And compared to a laptop that never had the problem, that machine never had gtk3-nocsd installed.

Daniel, Debian's gtk3-nocsd is supposed to disable itself when run in GNOME so maybe this is a duplicate of LP: #1745206 which will fix that behavior.

It's not just that this bug was logged first, but a bug report should detail the effects that users experience. This also helps other users find the bug and avoid logging duplicates. So that's two reasons why this should be the primary bug.
