GTK applications incorrectly uses Raileigh instead of oxygen-gtk

Bug Description

Hi, I use KDE4.7 in Kubuntu and have set-up GTK apps have to use oxygen-gtk in systemsettings, but some of them,like Ubuntu software center still uses raileigh.
