[desktoptouch] single finger scrolling is not reliable

Bug Description
TEST CASE:
1. Open gedit with a file wide and long enough to reveal both scrollbars
2. Disable text wrapping in gedit
3. Do a single scroll to move the text and repeat this operation several times
EXPECTED RESULT
single finger scrolling works
ACTUAL RESULT
It works on first try, then it is quite random, sometimes it selects the text or changes the location of the cursor but do not scroll the text.
