Bug Description

ubuntu release : jaunty alpha6
kvm : 1:84+dfsg-0ubuntu8
libgtk-vnc-1.0-0 : 0.3.8-2ubuntu2
virt-viewer: 0.0.3-6ubuntu7

To reproduce the problem on a rfesh install of jaunty alpha6 host with host keyboard configured as french :
 1. virt-install -n jaunty -f jaunty.img -s 1 -r 512 -c jaunty-desktop-i386.iso
 2. quickly press F12 to get to the qemu BIOS
 3. press "2" to request a boot on the hard drive which will fail
 4. press "n", to request not to load graphics
 5. On the prompt, it is possible to verify that the keymap is malfunctioning (the vm layout seems to be set with an fr layout at this point since the first letters of the keyboard produces 'azerty')

For instance:
 - pressing ';' and ':' characters both produces the ';' character
 - there is no way to type the '.' character
 - pressing the § character produces 'Warning no scancode found for keysym 167'
 - the digits are unavailable and produces special characters instead
 - pressing the '1' key (involving a shift on a fr layout) produces a '!'
