Bug Description
The last screen shows a spinner which is frozen until the spinner is replaced with snap content.
The only relevant error in the journal is:

azzar1 and I think that what's happening is that the spinner (actually all spinners) is not animating in some VMs, due to animations in general being disabled.

please note that just overriding this setting for spinners might seem sensible at first glance, but it sounds like it might not be

not completely clear what the situation is there, something to work out with GTK / shell upstream it seems.
