No longer respects xfconf's xsettings/Gtk/ColorScheme property

Bug Description

I don't know what underlying mechanics are targeted by xfconf's xsettings/Gtk/ColorScheme property, but GTK 3 applications no longer care about it. In 13.04, I used to be able to change the colors of both GTK 2 and GTK 3 themes all with just that property, but now only GTK 2 applications respect that property.

To reproduce:
On an XFCE system like Xubuntu, use xfce4-settings-editor to edit the Gtk/ColorScheme property in the xsettings channel. Set it to something like "bg_color:#ffffff;" (or any background color not used by your theme that you will easily notice is different). Notice immediately that the background color of your GTK 2 windows have changed. Now, open any GTK 3 application like file-roller, gcalctool, or update-manager.

Expected Result:
The background color of the GTK 3 window has changed, and thus GTK 3 applications match GTK 2 applications.

What Happens Instead:
The ColorScheme property is ignored and the applications don't match.
