menu items are jumpy in low resolution

Bug Description

Binary package hint: gnome-panel

gnome main menu bar going to system > preferences scrolling down and the back up a bit will make it jump to top. In this scenario imagine I am trying to click on remote desktop to get assistance with changing my resolution (see attached screen capture). From what I can see it doesn't affect system > administration, so my question is is that menu footer with the down arrow exactly the same in both menus?

Hi Seb,

I know the title may make it seem that I am reporting an issue about the gnome applets moving around on their own. Could you please review the attached video and let me know if this is the bug that has been previously reported. I tried to find a duplicate of this report but was unable to find any. If this is a duplicate report I would appreciate it being marked as such so that I may follow the progress of this issue. Thanks for your assistance and understanding. Cheers!
