Bug Description
Hotkeys do not respond when a menu is open in gnome-panel. Not sure if the bug should be filed under gnome-panel instead.
Steps to reproduce:
1. Configure hotkeys
2. Open panel menu such as Applications
3. Press a hotkey

Whenever a menu is open, GTK grabs all input events. This appears to be by design, so I've set this to "wishlist"
