Bug Description

Whenever the middle mouse button is used to drag scroll bars in most gtk applications, like nautilus, gedit, file chooser, etc. the behaviour is inconsistent, depending if the pointer is near the top or the bottom part of the scroll bar (on vertical scroll bars) or near the left or right part (on horizontal scroll bars).

Steps to reproduce:
- open gedit with some text such that there are scrollbars
- middle click near the top of the scroll bar and drag to the bottom (same to left to right)
- middle click near the bottom of the scroll bar and drag to the top (same to right to left).

The behavior of the last two steps are different, but they should be equal. This is a papercut.
