Bug Description

In almost anything that is clickable, a mouseover effect occurs (with a few exceptions). Put your mouseover a button; an orange glow will surround the button. Mouseover a window in the toolbar; it will also do the same thing. Mouseover a scrollbar button; the edges will turn orange. There are two things that I can notice that do not exhibit this feature. All menus do not have any mouseover effects. Perhaps the menu entry could lighten when mouseover? I am not an art specialist, but it would be a nice effect to have in the ubuntulooks engine.

More appropriately: Toplevel menus. File, edit... And on the desktop, Applications, Places, and System.

This has to be supported by Gtk, just like the missing prelight on notebook tabs. Nothing we can do about that.

I guess this should be moved to the gtk package? And I suppose it wouldn't be smart to shoot this for dapper... Maybe Dapper+1
