No mouseover effect on menus

Bug Description
In almost anything that is clickable, a mouseover effect occurs (with a few exceptions). Put your mouseover a button; an orange glow will surround the button. Mouseover a window in the toolbar; it will also do the same thing. Mouseover a scrollbar button; the edges will turn orange. There are two things that I can notice that do not exhibit this feature. All menus do not have any mouseover effects. Perhaps the menu entry could lighten when mouseover? I am not an art specialist, but it would be a nice effect to have in the ubuntulooks engine.

More appropriately: Toplevel menus. File, edit... And on the desktop, Applications, Places, and System.
