Scrollbar doesn't adhered to Fitt's law when two or more tabs opened

Bug Description

Binary package hint: nautilus

I'm using Intrepid.

$ dpkg -s nautilus | grep ^Version
Version: 1:2.24.1-0ubuntu1

Steps to reproduce:

1. Open two tabs inside Nautilus.
2. Maximize the window.
3. Try to click in the scrollbar on the right edge of the screen.

Expected behavior: You can use the scrollbar normally, because the scrollbar is touching the very right edge of the screen.

Actual behavior: The scrollbar doesn't obey the Fitt's law, so I can't use the scrollbar when the mouse cursor is at the very right edge of the screen. I must to move the mouse cursor to the left a little bit in order to get the scrollbar "responses" to my mouse clicks.
